In the end, the hypothesis developed revealed to be true; failed nations should promote transparency leading toward a peaceful society where human development is supported through basic needs, education and fairness for all citizens. No one should be above law because lawlessness in society would produce social outburst, uncertainty, political instability, weak public and private institutions. It would require a collective effort and much sacrifice to transform hundreds of years of corruption into transparency. Developing countries may also model and implement similar methods utilized by industrialized countries, leading to their economic progression, social growth and peace. In fact, all citizens would feel that decency has entered and shape the sphere being managed. The Head of state represents the bedrock of any country and would play a colossal role in its effectiveness; he is the political leader with strong views on the quality of public funds' management, development and integrity of his team. He is a charismatic leader, and government officials would gain confidence in him as his vision for the nation is clearly communicated; additionally, each public servant must participate in order to achieve that purpose. "They state that leadership is not about personality; it's about behavior" (Kibler, 2009, p.711).
