Rhodesians are about to go for national elections that could bring about either black majority rule or a continuation of white minority rule. Stakes are high, especially that the British, the Americans and the Russians all have vested interest in the region. At the bottom tip of the continent, apartheid South Africa also finds itself being viewed as the last defence against the ever spreading influence of communism. The run up to the elections is therefore monitored closely by all parties, because the outcome of these same elections would determine who ultimately gets the economic benefits from the country after the elections.

Whilst taking part in the repatriation of refugees from various camps in the country back to Rhodesia, an operative with Zambia Security Intelligence Services finds himself in the midst of this political battle. Acting as a liaison between the security service and the various liberation movements involved in the fight for independence, he has to tread carefully between the varying political ideologies. As if that is not enough, he discovers that there may be a band of rogue agents from the security services running riot, seemingly intent on throwing support to whichever side can pay the most. In the shadows of this intelligence war, the influence of the Rhodesian Central Intelligence Organization and the South African Bureau of State Security crawl almost unseen. As the day of the elections draws nearer, stakes grow even higher. Vince becomes aware of a plot to take out the entire leadership of the liberation movements on the eve of the elections. He has no evidence other than a hotel notepad with indentation indicating that a covert operation called ‘Quartz’ was underway.
