The work was planned by John Bagnell Bury, Regius Professor of Modern History at Cambridge University, along lines developed by his predecessor, Lord Acton, for The Cambridge Modern History. The first editors appointed were Henry Melvill Gwatkin, Mary Bateson, and G.T. Lapsley.
