The progressive utilisation theory (PROUT) defines maximum, balanced, and progressive utilisation and rational distribution of crude, subtle, and causal resources. Its humanistic socialism indicates that construction of industries, roads, and buildings are not the criteria of progress but evolution of human values, and quality of life in a spiritual sense are the real criteria.
