The severe drought in the desert southwest has reached critical proportions. The federal government has enacted emergency measures to enforce water rationing. Federally mandated sniper squads have been employed to kill anyone who is found in violation of the terms of the Federal Emergency Drought Crisis Act (FEDCA).

Jimmy Breen, a former investigator for the FBI and a Pulitzer Prize winning syndicated columnist for the Gazette, a newspaper in Phoenix, Arizona, has uncovered evidence that there might be more to the sniper squads than meets the eye. When Arizona State Attorney General Mike Hargrove is assassinated, Breen discovers that there is a connection between the issuance of lucrative federal contracts and high ranking members of Congress.  

Will Breen’s investigation go as high as the White House?  Will he get the answers he’s looking for before he himself becomes the target for assassination?
