Max Quill, Officer in Charge and son Max are police officers at Darwin in the Northern Territory, Australia. They both race pigeons as an addictive hobby. Max owns a prawn trawler with Johnny as boat captain and Ben as deckhand, and a crocodile farm for tours, taxidermy, hides for shoes, handbags, and restaurant meat trade.
Max trains his pigeons to fly from his boat laden with gems and drugs in saddles to the mainland. His boat exports precious Australian fauna to his wife's Indonesian family boat at sea. Kangaroo does transport his cargo in their pouches from within the pigeon compound to a safe, so surveillance cannot see his trade. Dressed pigeon squabs carry the drugs and gems within their stuffing to restaurants for resale.
Criminals and opposition to his enterprises regularly disappear by drowning, eaten by crocodiles and sharks and Paloma's family transports cadavers to the islands of Komodo where the famed lizards devour their prize.
Darwin jail overflows with those wanting to retaliate against Max. Two new officers arrive to investigate the excessive disappearances of tax officers, miscreants and rebels. Innocence of a crime never guarantees dodging the street sweeper or taken off the menu.
