Being a freelance villain is a boom and bust business, and Freddy has seen a lot of banks go boom since he survived Red Rhino's driveby shooting. A kidnapping of a wealthy heiress goes wrong when Hurricane, the villain responsible for killing Freddy’s mother, returns to Opolis to steal her himself. The city enters into all-out gang war as Lily and Hurricane go head-to-head, and The Man comes ever closer to discovering Freddy's true identity.

If Freddy wants to survive, he's going to have to make nice with the bloodthirsty bosozoku, parlay with the police, and outsmart a monster that can read his mind. It might be simpler if Freddy could stay sober, but where's the fun in that?
