He lifted his hand and fire spread across the sky. The pattern on his shoulder replicated itself on the sky. As it had more than a year and a half ago. A circle within a diamond within a circle, pierced eight times by eight swords, four in, four out. Only this time the center was not empty. He filled it.
People left their homes and places of business, stopped in the streets and hung from windows. Called there not by the light of the fire but the feeling of magic spreading across the backs of their minds. Tapping into the city's emergency alert system didn't just let him play DJ. The system let him put on a show. It had been designed millennia ago for the purpose of reaching every soul in the city if the time ever came. A way to give the people warning of an attack. It would serve that purpose tonight.
Eight million wizards looked up into the sky. Some were close enough to see him with the naked eye, others fashioned looking glasses from the air. Wasted effort the citywide orator had no need of their aid.
Closing his hand the fire faded, blowing itself out from his point of origin. When it was gone, he was alone in the sky but for stars and clouds and the moon somewhere far behind.
"The time has come to speak of needful things." His voice didn't boom from the sky like last time, it whispered softly in you ear. Vlad had been planning this night for a month, he'd had time to think about what he wanted to do.. "To speak of debts owed and the unquiet dead. To speak of fire and retribution. To speak of steel and absent souls. To speak of me and you.
"I told you what was coming, I told you it was revolution."
