It delves into the reasons for the displays of what is considered uncivilized behaviours and how these behaviours are viewed in foreign countries. It also looks at what the Government has done to try and educate the growing numbers of Chinese tour groups travelling abroad and what other things need to be done to alleviate what the Government sees as poor behaviour that is creating a bad impression of Chinese people by foreigners who come into contact with these groups. The people in the groups do not represent many of the modern thinking Chinese people.
