In Star Year 2065, human civilization has been destroyed through a series of socio-economic collapses and wars. After benevolent allied alien forces have quelled an intergalactic conflict over governance of and claims to the Earth and all its remaining resources, the vagabond homeless Niribuans have been granted temporary custody of the Earth and humans. They are to recover resources and build a New Earth civilization in exchange of permission to co-inhabit with humans on Earth.

As a combination of advanced technologies and thought are used to construct a new global society in step-wise fashion, humans are trained and retrained and strategically placed in occupations according to state planning. Some humans are found to be "wasting" their lives and potential through a shrewd evaluation process known as the Inquisition. Scarlet Jones is a subject forced to attend a hearing to evaluate her life and determine a new occupation for her. At the morning of the first hearing she feels intimidated, nervous and ashamed.

Hers is just one of many cases examined by a team of scientists and historians farther into the future in Star Year 2195. One researcher chooses to study the life roles and changes of several women over the generations, from the late 20th century on Earth and into the next. Each of these women reached a point of crisis in their lives when authorities imposed reviews and concluded with official recommendations for change. Tthe evidence of their life stories.is analyzed and debated.
