Stephen Haggerty used to work for the British SAS. He was trained to go into the houses of Gulf Arabs in the Middle East and kill the guards and then the occupants. One day the British government threw Haggerty on the scrap heap and he was reduced to driving trucks for $7 an hour. Three years ago Stephen Haggerty was introduced to an American from Philadelphia and now he has a completely different kind of job for a very secretive organization based in Pennsylvania.

Martin Hammerling is a powerful and much sought after lobbyist in Washington D.C.. What many people in Washington D.C. don't know is that Hammerling has kept detailed records of all the bribes he has paid over the years to various senators and other parties. One of the people bribed is Senator Rachel Hauslohner. Until recently Senator Hauslohner was having an affair with Dena Leonig, the wife of a prominent businessman in Loudon County, Virginia but now the senator has made it plain that she no longer wishes to meet with Mrs. Leonig. In a drunken rage in an argument over money Dena Leonig has told her husband James T. Leonig of her love for the senator. She did not go so far as to say she had been intimate with the senator but her husband is not stupid and she is sure he has figured it out. What her husband does with that knowledge is purely up to him.

As she lies in her bathtub, Dena Leonig has no idea that her foolish confession has endangered the lives of numerous people in Washington D.C. for the only way her husband can get revenge on Senator Rachel Hauslohner is to have Martin Hammerling assassinated at which point his records will be automatically released to seven hand picked journalists around the world. As Stephen Haggerty flies into Baltimore Washington International Airport to kill Martin Hammerling he has no idea that the repercussions of this act will be felt across Washington D.C. for more than two years before they finally burn themselves out.
