Brain Drain in Third World

Brain drain is a phenomenon in which many educated and skilled people in one State emigrate to another State where there are attractive remunerations and conditions of service. Some scholars perceive brain drain as a form of neocolonialism in which the imperial powers sometimes entice away capable professionals and specialists in the third world by offering them better salaries and conditions of service in the first world.
