Section Five is a secret department of the Canadian government who report directly to the Defense Minister or Prime Minister. They are effectively ghosts and do not exist. Foreign governments and spy agencies suspect they exist, but have never been able to establish any evidence of it. They are simply tasked with getting the job done, whatever that job might be. How they complete the task is up to them. Laws of the land mean nothing to them - only positive results. They must keep Canada and its citizens safe from harm from any quarter. If they suspect such an act is imminent they will act to thwart it. Waiting until such an act is committed before taking the appropriate response is not how these people operate. If a person is seen as a perceived threat to Canada or its population they will be dealt with. How is an altogether different subject. Innocence until proven guilty is a civilian mandate that the Canadian Courts operate under. Section Five has no such constraints. If you pose a threat you will be dealt with.Subsequently in many cases, your very existence may be difficult to substantiate - certainly if you run afoul of these patriots and threatening harm to those they are protecting.
