On an otherwise quiet summer evening, Jake Greenberg, an American expatriate, is nearly gunned down on the steps of his fashionable casino. Inches away, a powerful and influential warlord is killed. The warlord had just left a secret meeting with Sun Yat-sen, the George Washington of China, aimed at unifying a chaotic China. The actual shooters are found floating in the Whangpoo River. Who is behind the shooting? Was it the communists? Was it a rival warlord? Or was the Green Gang trying again to gain control of the casino? The Settlement Police show little interest. To them it's just another case of Chinese warlords killing each other. But Sun must be sure, if he is to pull the country together. He turns to Jake, the only foreigner he can trust. While digging into the case, Jake meets Claire Turner, a savvy and attractive reporter for the Shanghai Daily, who is doing a story about the murder. When she convinces him that she has some valuable information, Jake reluctantly agrees to work with her. Soon others are killed, including Sun's bodyguard, and both Jake and Claire are in grave danger as they close in on the killer.
