Young boys are being killed and left in make-shift cages on the floor of the ocean. Their flesh is eaten by crabs and fish leaving their skeletons with no means of identifying them except untraceable Mexican dental work.
Homicide detective Eduardo “Eddie” Padilla, is a Mexican-American who no longer follows the rules that govern other cops. He is determined to find out who has been killing these kids. It becomes personal. His vow to punish the murderers deepens when he steps outside the law into a vile world of insanity, rape and betrayal.
He is assigned to work with the attractive Dr. Angela Massey of the CDC who is trying to fund clinics to deal with immigrant diseases. Their uneasy alliance gives them the political and legal muscle to unmask the murderers and bring them to swift justice.
