Former Marine Lance Bell is despondent after losing his wife and unborn child. He vacates his career as a Denver police officer. He loses his home. Despite his deteriorating circumstances, however, and following the assassination of Denver’s chief of police, the governor offers Lance Bell the position of interim chief.

The main suspect in the assassination, Quinton Long, is widely believed to be responsible for the death of Bell’s wife. With this in mind, Lance Bell reluctantly accepts Governor Thompson’s offer. He joins a force, however, that is corrupted by Long and the Denver Cartel. Bell’s first task is to clean out the force—then to take down Quinton Long. Meanwhile, and with great trepidation, he falls in love with a mesmerizing journalist—the only journalist with the nerve to condemn the Denver Cartel.

In retaliation for Bell's efforts to cleanse the police force, Quinton Long and his associates orchestrate violent and gruesome assaults on several honorable members of the Denver police department—in order to force Lance Bell’s resignation. Moreover, the mayor and governor exert tremendous pressure on Bell to produce immediate results. Despite Bell’s efforts, however, Quinton Long grows bolder and even more powerful. In the end, this multifaceted conflict escalates into a fateful quagmire, the likes of which leave all parties transformed, maimed, or deceased.
