When the world's resources become scarce, one small city begins to take drastic measures to assure its citizens they have enough provisions to endure the temporary shortage. However, when government officials attempt to deal with the temporary problem they enact a short solution by introducing a social experiment. Basically the experiment involves corralling citizens who are deemed undesirable and unfit to mingle with the rest of the population by displacing them to live at a local landfill. They are left to fend for themselves in a place they are prohibited to leave. But as time passes, several kids from the landfill discover a supernatural force living deep underneath tons of rubbish. If they play their cards right, the kids, led by a highly intelligent boy will attempt to make contact with the supernatural force and somehow convince it to ally with themselves to gradually help the folk of the landfill return to their proper places in society, from the city they were exiled.
