Since Independence, organisational and procedural issues have occupied centre stage in the litarature on Public Administration in India. The challenges involved in the reorganisation of the Government of India has at the same time been a major concern of the government. Several Committees/Commissions have been appointed to examine the working of the machinery of the government and its procedures of work.
