Sally Dunphy, has had a rough eighteen months. Traumatized after being assaulted during a morning jog, she broke up with her fiance, Joe. She moves into her own townhouse near Baltimore's famous Inner Harbor. Immediately, she's burglarized by a couple of troubled kids. Since she works with Juvenile offenders in the city she knows she must find these young people and help them. But then she hears her ex-fiance has taken a dive off a bridge. Joe was a successful businessman with everything going for him. Convinced he would never kill himself over her, as his suicide not implied, Sally demands some answers. And she won't quit until she gets them.
She teams up with rugged Duke Spikowski, the "brother" she grew up with in her foster family. Duke is a police detective, and his interest in Sally has stopped being "brotherly." Sally convinces him to help her investigate what looks like foul play. More foul play abounds when a fellow volunteer at Baltimore's National Aquarium is found floating in the shark tank. Soon Sally discovers more suspicious evidence, unexpected romance, and danger than she ever imagined.
