The success of Harry Bell's hi-tech surveillance operations during the Australian Federal Police's recent Project Orion had attracted significant interest from both sides of the law. Depriving a Mafia mastermind of half a billion dollars of drugs-trafficking and money-laundering profits brings a swift and deadly response from the fugitive capo, Modena. Harry's long-term associate, the Director of the AFP's Special Operations division, tries to warn Harry of his nemesis's return. She sends her emissary, Malkara, to Harry's secluded seaside cottage to enlist his help once again.

Modena negotiates a deal with a new and dangerous ally. The boss of a Chinese criminal gang demonstrates his capabilities to Modena with the dramatic and deadly destruction of Harry's HQ, Eden Vale. Harry and his team escape but suffer devastating personal losses. Malkara convinces the Bell security team to join his covert intelligence network operating from a semi-rural property code named Eurydice. The threat that was Orion had returned with a vengeance.

A series of violent incidents follow the Eden Vale disaster. Harry's team engage in covert missions from the arid heart of central Australia across to the heavily populated eastern states. Harry Bell's ex-commando field agents, Mick Murphy and Sean Donnelly, conduct dangerous surveillance operations against the Mafia/Triad alliance forces. Serious casualties are inflicted on both sides during ensuing missions.

Harry's nemesis Modena and his Triad ally are eventually forced into an untenable situation due to Harry's and Malkara's incisive investigations. Harry makes a gut-wrenching decision that will bibd him and his associates to a very uncertain and challenging future.
