The Second Volume of Laws of Infrastructure Development deals with requirement of regulatory laws in certain growing infrastructure sectors in India. For example, the Natural Gas sector requires an independent Sectoral Regulator. Presently the regulator which regulates oil also regulate natural gas sector. Indian Retail Sector which is a very important sector does not have a regulatory law or a regulator. There had been controversy in the context of foreign direct investment in the retail sector. Some of the states of India had embraced it, while others are yet to take a decision.
