Admiral Fidelity Demba, desperate to procure an extraordinary captain for her new starship, the Freedom, kidnaps the Navy's flagship captain Jon Horss and takes him to the privacy of the empty Earth to convince him to take the job. But Demba lands her yacht in Africa on top of an abandoned 9-year-old boy, for whom she must now be responsible. With a kidnapped Navy captain, and an injured child, an impossible alien entity briefly tries to intervene, making Demba's task vastly more complicated and mysterious. Added to that is an apparent leakage of strangely pungent memories that begin attacking the foundations of her identity.

It is 2687CE. As Earth is still recovering from environmental collapse, only a few people are allowed to live on Earth, on one of the Florida Archipelago islands. In Sol System almost everyone lives in space cities at Lagrange points in Earth System. The Union Navy protects humanity, which is concentrated in a small volume of the Orion Spur, within which two other planets around other stars - Essia and Rhyandh - have nurtured prehistoric Earth diasporas of humanity. There are no known alien races in or near the Union.

The defacto leader of the Earth-squatters captures the two Union Navy officers and the boy and brings them to Florida. The Commander of the Union Navy tracks Admiral Demba to Earth and arrives to investigate her, which apparently causes some unknown and unseen entity to send Admiral Demba, the boy, and two others through a gate to a fantastic but dangerous space city far beyond the boundary of the Union.
The city is called Oz. It is filled with humans. They speak English.
