Using Trinidad and Tobago as the model, this book offers an overview of the constitutional reform process in the Commonwealth Caribbean. In these young, post-colonial democracies, where party politics and power politics have had a negative impact on the process of democratic reform, the authors review the historical, political and cultural motivations that have spawn the most recent debates on constitutional reform; and more particularly on the proposals for parliamentary and electoral reform. The book concludes with a review of past proposals and recommendations, and puts forward the authors' own suggestions for reform.

Dr. Kirk Meighoo is a member of the Democratic National Assembly and the author of "Politics in a Half-made Society: Trinidad and Tobago 1925-2002" Peter Jamadar is a Judge of the Supreme Court of Trinidad and Tobago and the author of "The Mechanics of Democracy".
