The book is addressing problems in both the developed and developing world. The world needs a coherent ethical and legal framework to limit the fertility rate to no more than two children per woman. This should first start in the developed world, by introducing a tax for people who want more than two children, progressive with the number of children and income, to prevent rich people from showing off with large trophy families.
